Starting a nonprofit is a process that takes time. Filing articles of incorporation, drafting bylaws, applying for an EIN, and submitting Form 1023 or 1023-EZ to the IRS can take anywhere from three months to over a year before you receive your official 501(c)(3) determination letter. During that entire waiting period, your organization is ineligible for most foundation grants, government grants, and corporate giving programs — because they require tax-exempt status.
Fiscal sponsorship solves this problem by allowing your project to operate under the legal and tax-exempt umbrella of an existing 501(c)(3) organization.
How Fiscal Sponsorship Works
A fiscal sponsor is an established nonprofit that agrees to receive grant funds and tax-deductible donations on behalf of your project. In exchange, they typically charge an administrative fee — usually between 5% and 15% of funds received — to cover their overhead and compliance costs.
There are two primary models: Model A (Comprehensive Sponsorship). The fiscal sponsor takes full legal and financial responsibility for the project. Your project becomes a program of the sponsor's organization. This is the most common model and the one most funders prefer because it places fiduciary responsibility squarely with the sponsor. Model C (Pre-approved Grant Relationship). The fiscal sponsor receives a specific grant on your behalf and passes the funds through to your project, minus their fee. Your project retains more independence but the sponsor's involvement is limited to that specific grant.
Who Benefits Most From Fiscal Sponsorship
Fiscal sponsorship is most valuable for new nonprofits waiting for their IRS determination letter, community projects that need to raise money but don't intend to become permanent organizations, individuals or informal groups running a project with a clear public benefit mission, and organizations testing a new program before committing to the infrastructure of a separate legal entity.
It is not a permanent solution for most organizations. Once you receive your 501(c)(3) determination, you will typically transition out of fiscal sponsorship and apply for grants directly.
